There is nothing worse than wanting to enjoy some time out in the yard, when you stumble upon a "present" left by a neighbor's pet. It's gross, smelly, and just rude.
Unfortunately, the HOA is very limited in the actions it can take against pet owners. The best and most effective recourse is to report these issues to your local police department and/or animal control.
Most cities/counties have leash laws and pet waste ordinances that the police department is able to enforce these more fully than the HOA can.
Unless your lawn is maintained by the HOA, or the "nuggets" are left on common area, the cleanup of the waste will either fall upon you, or the offending party – if they get caught.
